A Government-Mandated Regulatory Structure

CODEP Sarl (Congo Development Priority) is a joint-venture parastatal linked to the Congolese defence industry, mandated by the DRC Ministry of Health under Ministerial Order N°1250/CAB/MIN/SPHP/2023 to regulate, supervise, and facilitate the export of Cannabis sativa for medical and scientific purposes.

CODEP reports directly to the Head of State while maintaining full operational and managerial autonomy. Its dual mandate covers national regulatory oversight and international commercial representation — ensuring every tonne exported from the DRC carries the full weight of state-backed compliance.

Through Greenmendic Sarl, CODEP executes its cultivation, production, and commercialisation mission — training farmers, distributing improved seed varieties, and supporting cooperative networks across the country.

CODEP's Authorised Activities
